Not certain I'm understanding your question so I will answer similar question and hope it is what you mean.
I use OpenOffice Calc and save my spreadsheets. The saved files appear to be Excel files. I don't have Excel. Why are the files for a program I do not have? If the above describes your issue then the "problem" is the files are saved in Excel format instead of Calc format. This setting can be changed each time a file is saved and can be set to default to save as Excel in Tools > Options > Load Save. If this is not the problem then I do not understand your question. I have created files in Calc for use in Excel many times. And I have created files in Calc for use in Calc but saved them in Excel format. Also, many times. As far as I am aware the file that is created is not licensed, it is the program (Excel, Calc, etc.) that is licensed.
