(Adobe Acrobat DC ) With the correct extension installed, OpenOffice 4.1.4 (and earlier versions) will permit minor cosmetic editing of PDF files; however, for serious editing, amounting to reconstruction of such files, as you outline, it is not a good tool. You should either acquire Adobe Acrobat or some other PDF editor.
