I don't understand the question. Do you mean a TIFF that has multiple images in it, like one for a FAX transmission?
Or do you mean a single TIFF image that is longer than what fits on a single page? Are you saying you can get those into a writer document but the PDF Export fails? Or the same thing into a Draw document?
