(See capture below) As Denis has already pointed out, you must select either a range of cells, or click on a row number to make the "Merge" option accessible. If this does not resolve your issue, resetting your "user profile" might be a solution: https://forum.openoffice.org/en/forum/viewtopic.php?f=74&t=12426 However, this is more a measure of last resort to use when other options have not succeeded.
