You should always state what operating system you are using and what version of Apache OpenOffice you are using.

   It keeps asking me to reopen or don’t reopen the program and no matter which 
I select nothing changes.

The exact wording of the message you get would help to specifically identify 
the problem.

Since you sent this email using Apple Mail I'll assume you are using a Mac. Also I'll assume the program you are trying to use is OpenOffice.

   If so the following should help:
   You need to delete the folder "org.openoffice.script.savedState". It is in the 
"Saved
   Application State" folder in your User/Library.
