Whenever you start a new Word document it uses the default template.
If you want to make changes to the default template make them on a fresh
empty document
and go to Templates under the File menu and save it under a new name.
To set this new template as default go again to Templates and select
Organize, double click on
My Templates select the template you just saved and under the Command
menu select
Set as Default template

Double spacing is part of the Paragraph Style you use.
If you want all new documents to use double spacing you have to
update the default
Paragraph Style in your default template.
For existing documents you get the Style as used in that document.
