According to an earlier question on the same problem I found this reply from Dave Burton:

What you are encountering is called Windows UAC (User Access Control).

Are you running/logged-in as an "Administrator" with elevated
privileges, or as a "Standard" user with normal privileges? If you saved
the saved the document(s) while logged-in as an Administrator (eg. the
Administrator's "My Documents" folder) and try to open it/them when
logged-in as a Standard user you will see that Windows system message.
If you are not already, try logging in with an Administrator account and
save the document(s) to your Windows "Public" folder. From there any
user should be able to open and save the files. There are other
situations (eg trying to save documents opened directly from email
attachments to system privileged folders) when the "Requires Elevation"
message will be displayed.

Apache OpenOffice cannot and does not attempt to override Windows UAC.

do an internet search.
