As you guessed, that site has nothing to do with the OpenOffice project and we recommend to only use the official download site, see http://s.apache.org/genuine-openoffice for all details.
That said, have you evidence that they are actually offering OpenOffice? This site is known to us and further elements may help us act if they damage the reputation of OpenOffice.
