If you have access to the original MS Publisher program, I understand that one can optionally export from that in .doc format, which can be opened by OpenOffice. One might also try the online service of www.zamzar.com which offers many conversion formats. If they cannot convert direct from .pub to .odt, they probably can convert from .pub to .doc, which format OpenOffice can read.
