If you are looking for a program to work with, you can get several by searching for them using Startpage.com - keeps your privacy private - use the name and version of your operating system and "free web design software."

Over the years I have used a variety, CoffeeCup is relatively easy to use. A number of them are listed at:

CoffeeCup is the first one listed on both sites, but you might find KompoZer easier to start with, even though it is getting a bit long in the tooth.

For web site hosting with e-mail the cheapest I've found is Lizardhill.com. $25 for 2 years, much cheaper than either weebly.com or wix.com. Total cost, including domain name, is $52 for two years.

To use Lizardhill you will need an FTP program but there are plenty of them that are free.
