The Microsoft update is quite secretive and virtually no useful technical information was disclosed. The moment we have more information and we know how to fix it (either on the OpenOffice side, or in the integration with Microsoft Installer technologies) of course the issue will be open.
I was able to replicate (multiple times) on a Win 7 machine with AOO 4.0.1 installed. After I completely uninstalled AOO 4.0.1 (including using CCleaner to clean the registry, temp files, etc., I was able to install 4.1.1 without issue. If I get time I'll reinstall 4.0.1 and see if I can replicate again. Also, I have Win 8.1 on a VMware VM & if I get time I'll see if I can replicate there also.
