I think you need to attach a sample document to the bug report in order for a developer to review. I cannot replicate using the sample document in: <https://issues.apache.org/ooo/show_bug.cgi?id=119490> (In Docx file comments (notes) are merged into a single unified comment) and that included testing with MS Office Word 2010 and AOO 4.1 Windows and Linux.
