Even though the project moved, this has been an ongoing issue since the
first OOo users list. To my knowledge, it has never been established as
to what triggers the appropriate header content and
guidelines/unsubscribe signature. If anyone here knows the answer please
speak up and maybe it can be changed/fixed.

FYI: Neither of the 2 email addresses in the original poster's message
appear on the "users", "dev" or "marketing" subscriber list. I have
emailed the original poster about this, together with detailed
information about unsubscribing.
