To achieve what you want, you need to tick Tools | Options... | OpenOffice Writer | Table | Input in tables | Number recognition. You may want to experiment with whether you also need to tick Tools | Options... | OpenOffice Writer | Table | Input in tables | Number format recognition: no-one can explain what this does - not the help text or even the manual.
