OpenOffice does not view PDF files or edit; it is not a universal file viewer 
and never was.  PDF files are best viewed in a dedicated PDF reader, such as 
Adobe Reader.  With a special extension it may be possible to use it to make 
slight changes to PDF files, but substantial editing of these is a specialised 
task, needing other tools.
