However, for the most part, I currently don't see a problem with using
NB v21, though it would be nice

Is known if it was ever asked? Or what part is non-releasable? If that
part is easily replacable, and enough enthousiasm for it, it is doable.
Of course, if the language parser is non-releasable we are stuck. Or
some assembly is required at the workstation of the user. Combining
apache licensed jars, with non-apache licensed jars.

I've had a look at the "module group" "C/C++" and it looks like an
enormous codebase. I'm not sure there is a group of people wanting to
pull that one (as well).
It looks like it all resides under "org.netbeans.modules.cnd" and maven
links to it, endup as dead-links:
