Thanks for the pointer. Are there any suggestions for how best to uninstall 
NB23 if you're getting this error?

There are some known issues here with NBI - see eg.

NetBeans 25 is almost certainly the last release that will use NBI.

As a workaround, try the community installers instead, as also linked
on the download page.  These are built with NBPackage, which currently
uses InnoSetup on Windows.
