C/C++ support in modern NetBeans (version 14 and beyond) is a function of the recommended list of Java JDKs for the installation. Regarding the NetBeans 8.2 C/C++ plugin, it needs Java 11 JDK to be properly installed, because the JDK in question can validate the plugin during setup. If the plugin validation is not successful, the plugin will not be installed. In that light, I have successfully used NetBeans 14 and NetBeans 17 with C/C++. To the best of my knowledge, the last NetBeans version in which the NetBeans 8.2 C/C++ plugin can be installed, is NetBeans 21 and it is the last NetBeans version that can be installed with Java 11 JDK. The installation is not without bugs, albeit not critical ones, more on that shortly. Netbeans 21 needs to be installed with Java 11 JDK, so as for the plugin to be installed. However, to properly operate the IDE, the Java JDK needs to be changed to the maximum recommended version (version 21). Regarding the NetBeans 8.2 C/C++ plugin, the only bug I've noticed is the question mark warning in the C/C++ projects which signifies the malfunction of #include commands, however all #include commands work properly in the programs I've written so far. The other alternative for C/C++ on Netbeans (especially since version 21 and beyond), is the use of the so-called lightweight projects, however to the best of my knowledge, there is not a dedicated tutorial in the NetBeans website, nor the internet in general. It would be great if such a tutorial emerged sometime in the future, because the feature appears to be already in place. I hope that the above are helpful.
