The obvious change between 21 and 22 would be the versioning.util module moving to require Java 11+ ?? Unfortunately the CVS support relied on code that was not donated to ASF and is not compatible with the Apache license, as far as I recall. It's not "banned", but the license and/or lack of donation mean it is also not possible to continue development within the NetBeans project. Nothing stopping someone forking, fixing and releasing a plugin under the original license(s).
