If you are using Maven, the Javadoc Plugin allows for configuring a stylesheet ( https://maven.apache.org/plugins/maven-javadoc-plugin/examples/stylesheet-configuration.html). I would think that would be triggered by the Project Properties -> Actions -> Generate Javadoc action. (I *think* this is the case, but I don't use this action; I use a terminal command line.)
All my projects use Maven, so I cannot see how Actions behaves without it. Oracle's docs give an option to add a stylesheet with the example ` javadoc --add-stylesheet new_stylesheet_1.css --add-stylesheet new_stylesheet_2.css pkg_foo`. I don't know if that can be set in Actions.
