The announcement is currently in progress. Changes at https://github.com/apache/netbeans/releases/tag/15 There won't be an ASF Linux installer. You can use the binary zip, Snap package, the .AppImage or .deb from the linked community installers (already up at https://www.codelerity.com/netbeans/ ) or another community source (eg. flatpak, distro).
