You're going to need to stop uninstalling and reinstalling, it doesn't make any difference, it will not solve your problem.
Whenever you're starting up NetBeans, you're importing the settings you used to have and so you end up having NetBeans look like it used to do. Stop importing the settings or remove the settings, as Michael Bien advised above.
