Menu > Tools > Options > Import > Browse
Either
* browse to previous userdir you used to run netbeans (see "Menu >
Help > About" when running the old version if you're not sure where
that is). Do import.
* If you did export, then browse to the zip file that was created. Do
import.

That is https://issues.apache.org/jira/browse/NETBEANS-4328 too! Note
the "multiple error messages" and the module in the dialog.
Be good to know what network error is triggering it in this case though.
JavaFX development should be fine even if this download fails, as long
as you get past all the dialogs!
Best workaround in beta4 might be -
click No on import settings
use Tools / Plugins / Installed to enable Java SE
use Tools / Options and import settings from previous version
enjoy a usable IDE without having to rely on the network to download
anything!
