If you download OpenJDK from e.g.
https://adoptopenjdk.net/ it contains a src.zip
file (inside the lib folder)
Unpack that, then you can generate the JavaDocs using:
javadoc -d docs -Xdoclint:none
--expand-requires all --module-source-path src --module=java.se
Where "src" is the folder into which you unpacked the sources.
(obviously using the javadoc tool from that JDK)
