Yes, as soon as Beta is released, we'll be starting NetCAT.

However, there could be all sorts of reasons why rc3 might not be
accepted as the Beta release -- i.e., it could be, depending on how
long it will take for (1) the reviews to be done by PPMC mentors and
IPMC members and (2) whether the candidate will be accepted or not,
several weeks still, potentially.

Though, ideally, if everything is accepted as it is right now, rc3
should be Beta and should be released by the end of next week.
