I'm not really sure if this was broken in 2.0.6 or what exactly you're running into. I do have 2.0.6 here and just tried, and javadoc:javadoc ran just fine. That was with jdk 1.5.0_06 and javadoc plugin 2.2.
Of course, my environment is probably rather different from yours, so the fact that it worked here and not there is not really worth much.
