in any case it would be better to use a version like "99.0-does-not-exist" to 
mark it explicitly. I bet people will not like having to answering questions 
about JCL 9.0 on the JC-lists. It does not help, if you make a note in your 
blog and an artifact referencing this dep is later published to Maven central.
