I do not believe there is a way to specify a mirror as such in the POM.
However, IIRC you can override an existing repository by defining a
repository in your POM with the same id as an existing repository.

We handle this situation a different way. We have our maven installation
in our CVS repository, so everyone is sharing the same settings.xml.
Obviously this wouldn't work for everyone.

However, I prefer to put this setting in a "parent" pom.xml which is the
parent of all our maven projects. This way, if I need to change mirrors,
all I need to do is deploy a new parent pom and everyone will get the
changes and start hitting the new mirror of central.

That said, is there a way to specify a mirror of "central" in a pom.xml,
rather than settings.xml?

(I couldn't find this in any of the guides, but if it's there, please
point me to it).
