RE: Dependency to a pom file

Try setting the type to pom, i.e.

        <dependency>
                <groupId>de.tmobile.cabu</groupId>
                <artifactId>fom</artifactId>
                <version>7.1</version>
            <type>pom</type>
        </dependency>

This seems to work fine for me.
