You also need to add the repository as a plugin repository, as follows:

  <pluginRepositories>
    <pluginRepository>
      <id>Apache SNAPSHOTS</id>
      <name>Apache SNAPSHOTS</name>
      <url>http://people.apache.org/repo/m2-snapshot-repository</url>
      <releases>
        <enabled>true</enabled>
        <updatePolicy>always</updatePolicy>
        <checksumPolicy>warn</checksumPolicy>
      </releases>
      <snapshots>
        <enabled>true</enabled>
        <updatePolicy>always</updatePolicy>
        <checksumPolicy>fail</checksumPolicy>
      </snapshots>
    </pluginRepository>
  </pluginRepositories>

This took a bit of Googling when I had the same problem!

For some reason I cannot get any maven assembly plugin in version
2.2-SNAPSHOT to download. I added:

to the parent pom and get an error as shown in the error.txt attachment.
The actual pom is attached as pom.xml

Any suggestions??
