SNAPSHOTs are always checked against the remote repo, to see if a newer SNAPSHOT build is available. If so, it is downloaded and used rather than the current SNAPSHOT version.

Although the file axis2-java2wsdl-SNAPSHOT.jar exists in repository, maven build still tried to download it why ? And same this is true about woden-SNAPSHOT.jar ?
