You are right, the site needs an update. You could download the plugin manually [1] but since you say that you don't want everything bundled in a jar, this plugin is not what you want anyway. However, I'm not sure I understand what you are trying to achieve really. Maven will automatically download all dependencies and put them into your local repo, you don't have to do anything special for that.
