IIRC Andrew suggested that you download the code, build a local release yourself (called 2.0.4 [or something else], with no SNAPSHOT), and then use it to release your project.
Maven does not all you to use *any* snapshot dependencies during a release. Feel free to submit a JIRA Enhancement to allow "non-runtime dependencies to be used during release" but I'm not sure how much traction you'll get with this proposal/modification.
