I too am having this problem. Since I have a repo hosted in SVN in Apache, I can easily check the log file to see when maven accesses it. It doesn't at all.
Here's my settings.xml:
<settings>
<profiles>
<profile>
<id>default</id>
<activation>
<activeByDefault>true</activeByDefault>
</activation>
<repositories>
<repository>
<snapshots updatePolicy="always"/>
<id>suppl-repo</id>
<name>Supplementary repo</name>
<url>http://mysite.org/repos/java-maven-repository/</url>
<layout>default</layout>
</repository>
</repositories>
</profile>
</profiles>
<activeProfiles>
<activeProfile>default</activeProfile>
</activeProfiles>
</settings>
