I presume: Maven can automatically download declared dependencies from a 
repository into the local repository  directory as needed. Or  users can 
manually download them into some other location and reference them as local 
"provided" resources.

Could someone clarify what "repo" actually means in terms of license
distribution.
I searched the interwebz without much success.

I also find the official documentation

This describes how the project may be legally distributed. The two stated

What does "downloaded from a Maven repository" mean here?
