There's also https://issues.apache.org/jira/browse/MNG-2802 regarding concurrent access to the local repository. It looks resolved now, but I don't recall if one needs to set up a special locking mechanism to avoid issues.
Concurrently installing artifacts in the local repo has historically been risky, the Windows file locking scheme might even exacerbate such issues.
