1: Does it sound feasible that I define semantic searches for REST
and just return json for the list dropdowns etc when my webapp loads? > Is

Taking into account your requirements, I'd say the best way you can start is creating your own Marmotta module that you can include in a custom WAR launcher.

You can use the maven archetype marmotta-archetype-module to generate new modules for Marmotta, or just take any of the current modules of the platform as example.

In your custom module you could add custom JAX-RS web services (for 1) and custom CDI services (for 2 & 3). Unfortunately the 4th point is about a vertical domain we have no experience, so I cannot help much more.

p.s. I followed the LMF videos on using google refine, importing
data, view it at the REST resource endpoint, and configure the LMF
server to create custom searches. Good stuff!
