Perhaps, it's just stable ? Other than IPv6 support, and a request to alter the 
way messages are counted, it does everything I need it to - and I suspect 
that's the case for most people. For those 2 features/changes, I'm not in a 
position to sponsor them, so I work on the basis that when Nigel feels like 
doing it, and has time, he'll do it.

There are periods of activity on the list, but it would seem that most people 
manage to get along without having to ask for help. But people do come here, 
and mostly (from memory) get responses.
Again, from memory, the most common questions are around how to define the 
policies - I've noticed this as it's something I've been able to offer advice 
on. That's another part of FOSS (not just open source, but free and open source 
software) that the dev(s) don't have to do all the support - those users who 
can, can help by supporting those at a lower level of experience.
