That is intended behaviour.
Functionally, 1 message sent to 50 recipients is the same as 50 copies of the 
message sent to 1 recipient each - end result is a message is send to 50 
people. If it didn't do it that way, your quotas would work differently 
depending on how your user sent their emails. Ie, if your recipient/message 
limit was 50, then a user could send to 50 x the number of recipients if they 
batch up their recipients compared with sending them individually.
