I needed basically the same thing, only a per day and a cumulative
per-month.

1. create a single policy (not policy group), name it appropriately.
2. add a member that matches on the sasl you want to capture
3. add an *accounting* entry that tracks by the sasl for "period" hour,
limit 100
4. add another accounting entry that tracks by the sasl for "period" day,
limit 1000

make sure in each step you re-edit after creating and make "disabled" be
"no". You may want to create them all and just leave the policy as disabled
until all the other entries you put in are enabled.

Those 4 steps look simple, but to be honest the documentation SUCKS. you'd
think such a simple thing like what you're asking would have a handy "basic
configurations" page where you can find just such a thing.

It took me a day or so knocking around to figure this was the best. You'd
think using quotas would be it, but it's pretty non-intuitive how it
doesn't work that way.
