    Best to try turn on debugging in cbpolicyd config on the 2 lines
    there and see what the logs say :)

    You are sending mail via smtp and not local submission?


shell sounds like local submission, postfix does not support the delegation protocol for locally submitted mail unfortunately, you'll need to use smtp
