Unfortunately we can only support packages distributed on the official site. If you installed policyd another way it's best to contact the packager/s and find out how to upgrade. You are more than welcome to download the tar.gz from http://policyd.org/content/download and install it by following the instructions in the INSTALL file. From there we can identify the problem and resolve it.
