I think I can now reproduce this. It should never happen in a production system 
but I thought you might like to know how I think it happened. 

If I set the quota to a high number (180000) then change the quota down to a 
low number (60) it appears that as one server updates with a minus figure. I'm 
not sure how the calculation works but if it's attempting a calculation and the 
value gets changed by the other server on read it will have the incorrect 
figures. 

The obvious answer for me is to clear out the quotas_tracking table after 
changing any quota limits.

Hi Ian,

I will try and reproduce this on my side. Please let us know if you see the 
same results. I thought that perhaps it may have been old tracking information.
