I have two sets of limits set up - normal and "high volume". The trick is to make a group into which you can put the high rate users, and setup a set of policies/limits which apply to that group. BUT you also need to modify your standard policies to exclude members of that group otherwise both sets of quotas are applied. My experience is that same restriction apply only the highest priority policy, others apply all matching policies - so it's best to make all the policies mutually exclusive.
