Just so I am clear:  (for example) In order to apply a specific outgoing
message rate limit to both yahoo.com and yahoo.net, I have created a policy
having (source => %internal_domains, destination => %yahoo_domains); I have
created the appropriate quota+limits and linked it to the rate limit policy.

In order for this policy to not conflict with the system Default policy, I
must change the Default's only member from (source=>any, destination =>any)
to (source=>any, destination => !%yahoo_domains)?
Must I also prohibit this group (and any other group) from any other members
that might be added to the Default policy in the future?
