In practice, you need to make your groups mutually exclusive. So instead of just having "SASL users" and "SASL user in a special list", try "SASL user not a member of 'group'" and "SASL users who are a member of 'group'" So I set up a "high volume" group with members listed by SASL username. And then set up policies for SASL with group membership, and SASL without group membership.
