I would think you could do something like
 
check_tcp -H $hostaddress -p 10031 
 
That would at least tell you if its responding.  Depending on your security you 
might need to run it on the server via nrpe, as opposed to a remote check from 
the Nagios box.

I was using check_proc but the issue was policyd was running but it wasn't
responding.
