I should have said I reinstalled, not upgraded.  I replaced all files.  But 
with V2.0.6 I was unable to demonstrate that Amavis was actually working.  I 
set the tag levels to -999 but no headers changed and nothing in the logs 
indicated Amavis was run.

What I understand you saying is Policyd modifies Amavis and Amavis must be 
still be invoked by postfix within main.cf using the content_filter 
directive.  That would make sense.  I'll give it a try.
