During the migration, the VM is accounted in both Hosts because we don't really know if the migration will succeed or not. As soon as the migration starts, we want the destination host capacity to be updated, so the scheduler doesn't overload the host. But on the other hand, we don't want to remove the VM capacity from the source host, because if the migration fails the VM will be returned to that host, and we don't want to tell the scheduler that the resources are free yet.
