Also, you should note that OpenNebula versions < 3.6 uses the dynamic CPU load to check the host capacity. So if the host is actually under a heavy load the VM won't be scheduled. This have been changed in 3.6 to not to limit the over-commit allocation and to better support the specific hypervisor schedulers.
